1st Agenda Item is shareholder Jan Vandenberg is in attendance.† Discussion on subdivision access, piping ditch, spoils, etc. Delta County Commissioners vote on subdivision 10/29/2007.† General discussion on how FMC cleans ditch and handles spoils.† FMC Board is concerned about the precedent an agreement, even a ďgentlemenís agreement would have.† Several board members suggested that deed restrictions be placed on parcels that the landowners are required to clean spoils.
Transfers are okay.
Diver inspected Hubbard Creek and Jay Creek siphons; diver will send the board pictures and a report; water is coming into the Hubbard Creek siphon from the outside and new seals are needed.† Hubbard Creek siphon is in worse shape than Jay Creek siphon.† Both siphons will not drain completely; railroad built over the top of the outlet pipe of the Hubbard Creek siphon.† Something needs to be done to keep water from entering the Hubbard Creek siphon from the outside.
Mick Cotton cleaned 2.5 miles of ditch from water plant to Paul Schmuckerís place; Mick will start cleaning out wash outs and digging out the Jay Creek siphon after his hunting trip.
Merritt will help Trey get water in the ditch in the spring 2007 and then he would like to quit; Merritt could run the reservoir without running the ditch if the board would like; July and August are the very busy month for running the reservoir when the river is on call; one day per month dam inspection takes three to four hours, plus three to four Bureau of Reclamation inspections per year.† Dixie asks Merritt if he could write out a job description this winter, Merritt said he could.† Wes asks Trey if he could write a ditch rider job description also, Trey said he could.
Discussion on potential replacements; replacement for Merrittís ditch riding would run the miles from Paonia to Rogers Mesa.† Bill mentions advertising for replacements over the winter time.
East Beckwith survey is necessary in order to put in a staff gauge; West Elk Land Surveying gave Paul S. a bid of not to exceed $5,000 dollars.† Randy F. will call Wilmore & Company and get a bid.† The area is approximately 20 surface acres and 20 feet deep.
West Elk Mine would like to lease any extra water from East Beckwith, Randy will call Henry Barbe.
Dixie and Paul will go back to the NFS and ask if they will do the EIS for Lost Lake in house.
